SE changes and limits

Reactors now giving more power per block with a smaller cap on the number of reactors per grid. Total power will remain unchanged due to reactors getting a 40% buff.
Large grids have had their ability to regenerate shields from available power reduced by a factor of 10.

SHIELD CHANGES
The Defense Shields mod has been adjusted for our server and weapons balance.
  • ALL GRIDS: Shields are now capped at 25% of Grid HP (from 100%)
  • Large Ship Grid Shield Regen has been cut by roughly 50%
In total these changes mean shields will be on average 50-75% weaker
POWER CHANGES
Reactors – Reactors will be limited to 6 PER GRID. To compensate, power per reactor has been increased 40%.
Hydrogen Engines – H2 Engines will still be limited to 10 per grid, but to make these more effective they are being buffed by 25%
